In strict accordance with the Amendment to the Convention on the Physical Protection of Nuclear Material, China implements a graded and area-based approach to physical protection of nuclear facilities on the basis of their importance and potential risk levels. To ensure the security of nuclear material, nuclear facilities and nuclear activities, the Chinese government requires that the design, construction and operation of any nuclear facility project proceed in parallel with the rollout of a physical protection system, consistent with a defensein-depth and balanced protection strategy, so as to build the capacity to detect and delay any unauthorized access and respond to any such events in a reliable and effective manner.
